Water lines & fixtures
A heat pump water heater moves heat from the surrounding air into the tank instead of making it with electric elements, so it uses far less electricity than a standard electric tank. It needs room around it (manufacturers typically ask for 450 to 700 cubic feet of air), usually a 240-volt circuit, and a drain for condensate, which makes an unfinished Baltimore basement a good location. BGE lists rebates of up to $1,600 on select models; check current BGE offers before you buy.
How a heat pump water heater works
It works like a refrigerator in reverse: a small compressor pulls heat from the air around the unit and transfers it into the water. Backup electric elements take over during heavy demand, and when the surrounding air drops below about 40°F, which is why the unit belongs indoors in Maryland winters. As a side effect, it cools and dehumidifies the space around it, which can help in a damp Baltimore basement in summer.
Will one work in your home?
- Space: manufacturers typically require 450 to 700 cubic feet of free air. ENERGY STAR notes that an 8-by-12-foot room with an 8-foot ceiling is enough. Smaller rooms can work with a louvered door or ducting.
- Temperature: a basement or utility room that stays above about 40°F.
- Power: most models need a 240-volt circuit, usually 30 amps. Some newer models plug into a standard 120-volt outlet; ask whether one suits your home.
- Drain: a floor drain, laundry sink or standpipe for condensate, or a small condensate pump.
- Height and noise: units are taller than most standard tanks and make a fan sound, so check the ceiling height and keep them away from bedrooms.

Rowhomes and older homes
Tight rowhome basements may not have enough air volume on their own, and older electrical panels sometimes need an upgrade to add a 240-volt circuit. Ask the plumber to check both on the site visit. If you're switching from a gas water heater, the old gas line is capped and the flue is no longer needed.
BGE rebates and tax credits
As of October 2026, BGE lists rebates of up to $1,600 on select high-efficiency heat pump water heaters, limited to one per customer address. You can claim it through a participating contractor, at participating retailers, or with an online or mail-in application. BGE says its instant in-store rebate ends October 31, 2026 and that the program can change without notice. Customers switching from gas, oil or propane may also qualify for help with home preparation costs, such as electrical work. Check BGE's heat pump water heater page for current offers before buying.
The federal 25C energy efficiency tax credit that used to cover heat pump water heaters ended after 2025, so don't count on it for a new install. Ask a tax professional if you're unsure.
Heat pump, standard electric or gas?
If you already have an electric water heater, a heat pump model is usually the most efficient replacement. If you have gas, the comparison depends on gas and electricity prices, the electrical work needed and available rebates. See water heater installation and replacement for all the options side by side.

Frequently asked questions
Do heat pump water heaters work in winter?
Yes, when installed indoors in a space that stays above about 40°F, such as a basement. In colder air the backup electric elements do more of the work, which lowers efficiency.
Are heat pump water heaters noisy?
They make a fan and compressor sound similar to a dehumidifier. ENERGY STAR certified models are rated below 55 decibels, but it's best to keep them away from bedrooms.
Can I replace a gas water heater with a heat pump?
Usually, yes. It typically needs a new 240-volt circuit and a condensate drain, and the gas line is capped. BGE has offered extra help for customers switching from gas, oil or propane.
Do I need a permit?
In most Maryland jurisdictions, replacing a water heater needs a permit, and new electrical work may need its own permit. The licensed plumber arranges the plumbing permit.
